Former Hebron clerk sentenced to jail





COLUMBUS – Former Hebron Village Clerk/Treasurer Vicky Fulk was sentenced August 14 to 30 days in federal prison, followed by two years probation during which she will spend 60 days at a half-way house and serve seven months house arrest. She was also ordered to pay $49,103.32 in restitution to the village.

Fulk, age 56, pleaded guilty on March 14 to one count of embezzlement from an organization receiving federal funds. She admitted manipulating the village’s payroll and leave computer system to improperly credit herself with 75 weeks of sick and vacation leave between January 2003 and May 2006. Fulk used the computer system to create checks payable to herself, allowing her to cash out the sick and vacation leave.

As an elected official, she wasn’t entitle to accrue any sick or vacation leave. Fulk resigned from the elected position she had held since 1996.

Hebron Village Council has since eliminated the elected position of clerk/ treasurer, replacing it with the position of village fiscal officer.The new position will be filled by appointment of Mayor Clifford Mason.

Fulk was bonded so the village has the option of recovering the $49,103.32 from the bonding company, if Fulk’s repayment schedule is too lengthy, Village Administrator Mike McFarland told The Beacon.
