Township gets some money back from 2012 contract

UNION TOWNSHIP- $18,000? They’ll take it.

Union Township Trustees were happy to oblige Hebron Mayor Clifford Mason’s request to refund the township’s share of unspent funds from the village’s 2012 fire department budget. “You can expect a check for $18,000,” said Mason during Monday night’s trustees meeting.

Union Township contracts with the Hebron Fire Department for emergency services south of the Columbus and Ohio River Railroad; the township contracts with the Granville Township Fire Department for the area north of the railroad.

Mason said village council approves a budget for the fire department annually. Sometimes not all the budgeted funds are spent which is what happened last year. Since the township pays 60 percent of the department’s operating expenses, it gets 60 percent of what’s left over.

Township Administrator Paula Greene said Hebron usually has a refund for Union Township, which, on occasion, has been significantly larger than 2012’s $18,000.

Trustees offered just $420,000 to the Village of Hebron for fire and EMS services in 2013, after paying roughly $625,000 in 2012. The township’s typical 60 percent share of operating expenses was estimated at $645,000 in 2013.

The township’s two fire levies totaling 3.3 mills bring in about $505,631 per year with $80,000 earmarked for the township’s contract with the Granville Township Fire Department.

Hebron officials reluctantly approved the reduced contract when Mason broke a 3-3 tie vote. As part of the deal, trustees agreed to begin discussions early this year on the contract for 2014.

In other township news:

• Trustees unanimously approved Trustee Rick Black as trustee president for 2013, with Trustee Jesse Ours as vice president. Ours nominated Trustee John Slater to remain as trustee president, but Slater, who was ready for a change, turned down the nomination and was ready pass leadership of the meetings to Black or Ours.

• Greene said she plans to tell the Ohio Division of Liquor Control about more complaints regarding parking at the Mill Dam Corner Grille on US 40. In May 2011, the division rejected the trustees’ challenge of the tavern’s liquor permit renewal on the grounds that the business presented “substantial interference” with the good order of Union Township because neighbors complained about noise, litter, and parking. They claimed that live music plays beyond an 11 p.m. deadline, and patrons parking illegally on the east side Mill Dam Road opposite the grille pose danger to people traveling on Mill Dam and to those crossing the road to enter or exit the grille.

The division determined the trustees did not “present sufficient evidence to show that the applicant is unfit to engage in the retail sale of alcoholic beverages or that the business has adversely impact the peace, sobriety, and good order of the community.” Consequently, the division overruled the township’s legislative objection.

Greene also expressed concern about the death of Shane Hillis of Thornville, who died Jan. 4 of injuries suffered when he was assaulted at the Mill Dam Corner Grille Nov. 24.
