Rezoning is Main Event

HEBRON - Union Township is ready for the Main Event-literally! Monday night, the trustees unanimously approved a rezoning that will allow Main Events Promotions owner Steve Tilley to build a satellite location of his Newark based business along I-70.

"He wants the exposure from the freeway," said Tom Fitzgerald, who owns the 12.3-acre property at 10194 Mill Dam Road, which the trustees voted to change from agriculture to general business zoning. Fitzgerald said Tilley is considering building a 20,000 or 30,000 square feet structure to house promotional material like tents and displays. Fitzgerald assured the property would be well maintained. "(Tilley) is really into neat, neat, neat," he said.

"He's a class act," said Trustee Jack Justice. "I don't know of anyone who works harder than Steve."

According to the minutes from an April 3 meeting of the Union Township Zoning Commission, in which commission members recommended approval of the zoning change, commission member Jon Griffith asked if there would be issues with Main Events displaying large balloons and other inflatable objects along I-70. Zoning Inspector Paul Greene said township zoning addresses this, and there are restrictions against advertising too close to the interstate.

Although the property was zoned for agriculture, Fitzgerald said many of the properties surrounding it, including property he owns on the other side of Mill Dam, are zoned for business, and there are several businesses in the vicinity.

Greene said much of the land in question is in a flood plain and only the front area is suitable for building. In fact, she said much of the acreage along Mill Dam Road is in a flood plain and not suited for residential subdivisions.

In other Union Township news:

• Justice said Monday night that an unusual problem arose in the Fairmont Addition. He said someone purchased a lot in Phase 8 of the project. Unfortunately, Phase 8's approval expired. "Phase 8 is a non-entity," said Justice. He wondered if there is some way to absorb the property into Phase 7. If it can be done, Justice hopes it won't "open the flood gates" to more people wanting to absorb plots of land into adjacent approved subdivisions and PUDs. The owner of the Phase 8 plot will attend a future trustees' meeting.

Justice said he understands the situation, but "it's not as simple as it sounds."

Trustee President John Slater said Wednesday he's not ready to say if Phase 7 can be expanded. More information is needed.

• Justice said AEP is considering building a substation near the intersection of Thornwood Drive and Beaver Run. Slater said Wednesday that he thought this was unusual since he believes EAP already has a substation nearby.

• Granview Road will be temporarily closed to through traffic because of construction, most likely in June, Slater said.

• Justice said the Granville Township Fire Department has made twice as many emergency runs as this time last year. This is also the first year that the township has paid $50,000 for Granville services for township areas north of the CSX Railroad. Previously, the township paid up to $18,000 per year to Granville for emergency services. The trustees are currently considering alternatives.
