Rate increase is a result of poor planning

Editor:

A 68% increase in sewer rates is unconscionable in light of today's present economic trends! This kind of increase without hearings shows just plain poor planning on the part of the Commissioners and the Water and Wastewater Department management.

Expansion planning certainly wasn't done overnight so why should the means to pay for it be? The chart accompanying the letter is so confusing. Why is it necessary to double the cash balance in fiveyears and at the expense of the customer?

An explanation of the almost three quarters of a million dollars of new bonds annually in the next five years should be provided. Why did revenues drop dramatically in 2005 and 2006 ($92,000 each year)? Certainly the customer base should not have decreased, especially in view of the fact that tap ins and permits remained level.
